Multi-country outbreak of cholera, External situation report #3

Since the last situation report on the multi-country outbreak of cholera was published on 11 May 2023 (covering data reported until 18th of April), no new country reported a cholera outbreak. In total, 24 countries have reported cases since the beginning of 2023. Since the middle of April 2023, further geographic spread continues to be reported in the Horn of Africa, especially around the Mandera triangle, where borders of Ethiopia, Kenya and Somalia meet and population movement drives transmission across borders. The overall capacity to respond to the multiple and simultaneous outbreaks continues to be strained due to the global lack of resources, including shortages of the oral cholera vaccine, as well as overstretched public health and medical personnel, who are dealing with multiple disease outbreaks and other health emergencies at the same time. Based on the increasing number of outbreaks and their geographic expansion, as well as a lack of vaccines and other resources, WHO continues to assess the risk at global level as very high.

Maritime Compliance: Restrictions for discharging washwater from Scrubbers (update April 2023)

The IMO considers exhaust gas scrubbers to be an acceptable means of reducing vessels’ sulphur emissions and ensuring compliance with MARPOL Annex VI. A separate guideline, Resolution MEPC.259(68), specifies the requirements for the verification, testing, survey and certification of scrubber systems and sets out the criteria for discharging scrubber washwater into the sea.

However, some coastal states and ports have implemented local regulations with more stringent requirements that restrict or completely prohibit the discharge of washwater from open loop scrubbers or prohibit the use of scrubbers. We are currently aware of the following regions/states/ports with local regulations that have an effect on the discharge of exhaust gas scrubber washwater, although the list should not be considered as complete.

AMSA focuses on watertight and weathertight integrity at Port State Control

AMSA announced that they are carrying out ongoing watertight and weathertight integrity inspections during routine Port State Control (PSC) throughout 2022-23.

“Stop, Think, Stay Alive” – understanding the risks in mooring operations

Among International Group P&I Clubs, there have been 858 injuries and 31 fatalities involving mooring operations during the five-year period to 2021. In order to raise the awareness of mooring safety, the International Group launched a mooring operation safety video accompanied by guidance materials highlighting the factors and influencing circumstances on human performance in the lead up to and during mooring operations.
